Archmage Angela Dosantos is busted - Does not offer quests to turn in Core of Elements

Cant do Core of Elements Turn ins but all the other turn ins are there, can someone fix this busted logic

I have the same issue, bought 210 Cores to get the 30 slot bag but cant turn them in because the quest isn’t there.

Pretty sure you need to complete Echoes of War first before it is available.
