Did you check box your map to look for Dig sites…that has to be check boxed.

The book holds the fragments that you’ve dug up. Each race and its progress is greyed out until the first time you find fragments of that race.
Dig sites only appear on the map as you reach different thresholds of skill and learn the new expansion-specific skills. Vanilla world only initially. Outland unlocks at 300 skill, Northrend at 375, etc. Later expansions (WoD+) have a little more freedom I believe, but I’m a little fuzzy about the details (originally you didn’t learn WoD upgrade from a trainer but it instead required upgrading the garrison mine). The devs never successfully untangled it into independent expansion-specific blocks like other skills.
