to remove magical buffs from groups of enemies like removing absorb shields and such
This removes 1 magical debuff from every enemy within 8 yards and gives your fury. There are several enemies it is very useful on. There are packs of skeletal warriors in the under rot that get a bone shield effect that reduces damage. There are a couple pack in Tol Dagor that cast a water shield on their entire pack that is a huge absorb. There are a bunch more that I can’t think of, but it is a very good racial.
Under an enemy’s HP bar, you’ll notice icons for buffs; purgeable buffs are highlighted with a glowing aura around the icon. This is true for both NPC mobs and PvP targets.
And specifically for enemy healthbars, absorb shields are shown as a blue extra bar segment or highlight around the end of the bar. If you see that, use Consume Magic to remove it if it's a single target or Arcane Torrent to remove it if it's an AoE pack.

More off the top of my head:

* The skeletons with the two super dangerous casters after the 2nd boss (Tidesage Council, the caster and melee pair) in Shrine of the Storm have a massive overshield and almost zero HP if it's removed.
* The packs of sha-lings at the start and in the trash before the first boss in King's Rest (but be careful, if you get within 5 yards of them, they'll fear you for ~10 seconds). Similar to the skeletons, they have a large purgeable shield and almost no HP.
* The same type sha-lings that spawn from several mechanics during the Zul fight in Uldir (and same mechanic, if you get too close, they fear you, but the Arcane Torrent range is about twice what the fear range is).
* The heal and buff on the Sethralis before the 2nd boss (Merektha, the giant cobra). Many of them will cast it or gain it while in combat or when they get low on health, and the 3 channeling in the center of the room have it even before they are pulled.
