Arcane, since it already has slowing effects.
Frost for solo. Lots of snares and roots and a pet to help you out.
I prefer frost with a love/hate relationship. When your procs start rolling the damage is great, then you go 10 frostbolts straight without one and hit like a wet noddle.
IIRC Arcane is legit the lowest APM spec in game so… There is that
