That is how to play arcane pre 110. Just get Boa’s and hop into pvp or pve or quest and only use arcane missiles.

Yes, it is broken. It was in the middle of a redesign in beta, but was suddenly abandoned when Blizzard “ran out of time.” It was even more broken back in beta when Blizzard experimented with a new talent which made missiles fire more missiles above 80% mana. The optimal rotation was to spam missiles until below 80% mana, then just stop casting until your mana regenerated so you could missiles again. Blizzard just deleted that talent and ignored the spec, so I’m not surprised some of that carried over to leveling in live.
