I had over 30% Mastery on my mage at one point and it felt like I may as well had 0%… OOM isn’t really an issue with the proper rotation, but damage-wise Mastery is still lack luster.
I think:
Make Slipstream baseline
Buff clearcasting proc chance by 5%
Flat damage buff of 7%
Would be a start… Then total redesign for next expansion.
And don’t forget increasing the duration of the CC procs so we can actually store them for movement or TotM dump. Also Supernova or a similar type crowd control spell so that Arcane is at least on the same playing field in the utility department as Fire and Frost. I can’t emphasize enough how basic and necessary these improvements are.
My ideal wishlist would be (in no particular order other than to include them all)
Buff to clearcasting proc chance (at least back to Legion levels)
Fix clearcasting proc UI back to legion
Let the clearcasting proc last a lot longer
Make slipstream baseline

I’d like to see clearcasting turned into charges with a recharge time. Keep the RNG proc chance as well. Something like a 10-15 sec recharge, 2 charges stored this way.
Would work like Arms Overpower where you have procs but you START the fight with charges, and the recharge time gives you some RNG protection if procs are poor.
I really like the idea of slipstream being made baseline. I can see that happening in the future. I also really like the idea of making Arcane Barrage more powerful as a build up spell. A stretch goal for me would be to make Arcane Blast castable while moving, at least part of the time (maybe make PoM a duration based buff?)
Blizz’s idea of class design going forward, it seems, is to port last expansion’s popular borrowed power skills to replace or rearrange old talents. I can see them making Arcane Bombardment or Harmony talents in the future. Could also see this with Siphon Storm.
