There was no patch notes on the nerfs. Why did they push a nerf to them? Seemed it was during 10.25 and forward. I didn’t even bother looking until the recent changes on Tuesday.

I suspect they were changed to compensate for their PVE buffs. Patch notes wrote that the bonuses don’t apply for PVP.
So for example if spell was 100% base damage with PVP modifier 1.2 and became 108% base damage with PVP modifier 1.13, that results in increased damage in PVE, but similar in PVP.

blizzard reminds me of those furniture stores. “CLEARANCE! EVERYTHING MUST GO! 50% OFF EVERYTHING!” and then raises the prices 50% to compensate for the clearance.
This is probably the answer. They tune in PvE and then compensate with PvP nerfs if they want it unchanged there which patch notes are usually explicit about.
