this is simply not the case.
i’ve farmed almost all of my stuff from rares post-BFA without wearing the neck.

I know this is old, but hopefully this will help someone.
My GF and I were flying through Arathi Highlands (Horde Controlled and we play Horde.)
We killed a few Rares. I was able to Loot them and she was not.
I had the Heart of Azeroth in my bags; She had not even unlocked the Heart of Azeroth on the character she was on.
So we quickly went back to BFA and did the following:
- Unlocked/Earned the Heart of Azeroth through Magni.
- Unlocked Nazjatar and Essences for the Heart. (Unlock Nazjatar to the point that you and Oculeth open a portal back to Zuldazar; and Magni shows up in Nazjatar with a quest. Then go back to the Heart Chamber in Silithus and unlock Essences with MOTHER.)
At this point we went back to Arathi Highlands and she was now able to loot the Rares. I don’t know if it was Unlocking the Heart or Unlocking Nazjatar/Essences that did it. But that’s what worked for us.
just because people don’t like how something works, doesn’t mean it’s bugged.

i’ve been in arathi for about an hour and killing all rares. about half of them give loot. about half of the rares have health in the low 300k and the other half are stupid low 7 - 30ish K. about half of the lowbies give nothing and the others low level purples.
i’m trying to figure out what this response is about.
do you want mobs from a couple of expansions ago to have bigger health pools, and be loot pinatas?
This is still an issue it seems - I’m on my Alliance hunter right now and there are no WQ’s and none of the rares are lootable.
I did this last cycle and was able to loot/have WQ’s. (i have the HoA and have done the relevant quests etc hence being able to loot previously.
I was just able to loot/see WQ’s on my alliance warlock but cannot on my alliance hunter for some reason.
