Level 20 Palidin has black stallion bridle, but apprentice riding did not come with it, nor does the riding trainer offer it.
If this is a retail (as opposed to one of the flavors of Classic) character, all riding skills are learned automatically now. So just mount up and go.
If it’s a different game version, let us know which one so we can troubleshoot.
