I ran Nerub-ar Palace and won shoulders for my resto shaman. They were champion shoulders, and I was wearing veteran shoulders. I equipped the shoulders right away, because they were an upgrade and I didn’t have any tier yet. When I got out of the raid, I went to the catalyst and turned them into the tier shoulders. I then received the normal appearance for the shaman set. After that I went to the item upgrade guy to upgrade the shoulders. Through this, I earned the heroic tier appearance as well. Once that was earned, I lost the normal appearance.
When I open my collections tab, and go into sets to look at the tier, it says that I have earned the normal appearance for the shoulders, but when I hover over it, it says, " Acquire a base version of this appearance to unlock it for transmogrification." I have access to the heroic version of the appearance, but the normal shoulders are not available for me to transmog at all.
So I thought perhaps I’d done something wrong (even though I hadn’t), and I took the veteran shoulders I had previously and catalyzed them just to see. I now have the normal shoulders IN MY BAG. A soulbound piece of tier that I have equipped and worn, and I still do not have the normal appearance in the transmog window.
How do I fix this?

Just had this same exact thing happen to me on my evoker with both my heroic shoulders and gloves. Literally wearing them but somehow don’t have the appearance in my appearance menu.

Anyone else having this issue? I opened a ticket and they just told me to submit a bug report and post on the forums to gain visibility. Very useful.

Apparently ALL shamans have this issue with shoulders and head, it’s should be something that you have to farm a second time when you already own the piece and upgraded it, you should have both sets!

I am having this issue with the Normal Nerubar Palace hat and shoulder items on my shaman. I never got the normal shoulders. I just went through item restore to confirm this. I upgraded the LFR shoulders. That usually unlocks the normal look, but I have this message saying I need the base version.
I received the normal hat from the normal token. I turned the token into the hat, which should automatically make it untradeable and soulbound, put it on and upgraded it to the heroic version, which unlocked, but the normal look did not. In fact, I am positive I saw a message confirming that the normal look WAS unlocked, and then it wasn’t.
Then, I additionally got the LFR version of the hat yesterday and upgraded it to what should be the normal look, and it STILL won’t unlock. I have unlocked other pieces of the set and previous sets this way. Both items are colored in like they have been collected, just with this red message about the base version.
If they would increase the catalyst charges, I would worry less, but they are limited right now and I don’t want to gamble on trying to unlock looks over and over again that seem to be BUGGED.

UPDATE: I just went into a normal pug, won the normal hat token, made it and equipped. It STILL says I need the base version to unlock. I literally have it on. This is BUGGED. Please fix!!!

That’s pretty much exactly what I did. Extremely frustrating. The system thinks that we already have the piece, because technically we have earned it, but it’s just not giving it to us. Ridiculous. It shows up in my set tab under appearances that I’ve collected it, and I know I have because I got the text saying I did, but it’s just straight up not there.
Someone blue post and at least acknowledge this is a bug that will be fixed in the future.

I agree. Some kind of acknowledgment would be great. I’ve opened several tickets so far, only to be ignored and told to submit bug reports and post on the forums about it, so here I am.
Currently experiencing this issue as well with my tier shoulders of both LFR and normal colours. I submitted a ticket but got sent on a very frustrating merry-go-round of canned responses saying the armor wasn’t for my class (It’s Shaman tier 
) before ultimately being told to just submit a bug report.
I hope it’s fixed soon, the LFR appearance is in my collection but can’t be transmogged and the Normal version is not showing up at all despite it being currently equipped.
I hope they fix it soon!
UPDATE: Add the mythic hat and shoulder colors to the bug fix, please. I used the catalyst on a mythic level hat. I received text confirming that the look was added to my collection. The hat literally has the mythic coloring on my character now. The hat is locked on the transmog pane.
I upgraded the heroic shoulders to 5/6, which should unlock the mythic coloring. The shoulders changed in game to the mythic coloring. The shoulder is locked on the transmog pane.
The normal hat and shoulders are still locked, despite my having four hats in my inventory/equipped, one from every difficulty. I literally have the “base” version and it still didn’t unlock. Also, I have the LFR Shoulders upgraded to 8/8, which should unlock the normal color. The shoulders ARE the normal color in game. The transmog should be unlocked. It’s worked for the other slots, just not hat and shoulders.
Yeah this is getting ridiculous and no acknowledgment from blizzard whatsoever. /sigh
Not sure how else to obtain the base version of an item outside of earning the base version of an item… c’mon guys. Fix this.
