The sources in the game, there is a book in K’aresh that retcons the entire existence of the Shadowlands, implying that the natural state of death is to just float through the Twisting Nether. The Chronicle Volume 4 that retcons what the jailer implied or said as noted by the OP.
Oh and Blizzard has done presentations on exactly what went wrong with the abysmal trash they put out. It’s okay to be wrong, no need to defend Blizzards actual garbage(Shadowlands in this case).
