Yes, it is
It stayed on it’s first iteration and never changed.
The consumption/rate of damage has no limits, which means it just keeps increasing as you use builders until it consumes faster than you can possible generate.
And that takes around 10-12 second to happen…
And it feels awful.
It should either be moved down to the bottom and be retuned as a capstone ability, or have it replace Divine Storm (with no cooldown).
Or just get rid of the damn thing. It’s gone the way of Justicar’s Vengeance and the Dodo bird.
I’ve never once used Divine Hammer on any Pally I’ve ever made, I’ve always thought it was dumb.
It’s like the worst gameplay imaginable for ret, it’s also awful numerically
I do have a burning curiosity of it’s use when used with a fully stacked crusade though with sanctity talented…

The initial idea was quite good, it was replacing consecration as an AoE that moves with you.
It never took off because consecrated blade just did 2 gcd in 1, and for the marginal benefit it gave, it was just better to not waste a GCD.
And now they created this abomination…
