A fair amount of players will probably make new alts come the 50% XP buff. Assuming Blizzard follows their statement whereas there should be a few weeks of it before prepatch.

They said that the buff will last about 6-8 weeks, and that it will start a couple weeks before pre-patch. So it could really happen any time. Probably within in the next reset or two.
Once fresh servers come out, me and two friends are going to be rerolling there if you want to join us 
we have tank/healer duo and a dps!
Some of us that are planning on rolling on a fresh start realm have been messing around on Grobbulus. We have some dungeon grinding groups put together, and are working out our routes and just getting to know each other.
