Maybe. I only found it was a quest line or something. Not much else.
Its listed in the Appearances collection in-game as an alternate to the “Ornate Black Dragon Labwear” so I think it’ll be available to us at some point. The quest line is probably just stuck behind a time gate of some sort.

if you go back you can see time the blue dragon flight arrive in from Kalecgos
