Like will it be limited to mounts with wings or can something like the Jade Cloud Serpent be able to Dynamic?
We don’t know yet.
Safe bet is any mount that shares a skeleton/rig with our existing Drakes will probably be good, which covers a pretty wide range of mounts.

My expectation is that they will make movesets for every flying mount rig available in the game, like they did for the Algarian Stormrider.
I am very much ready to be horribly disappointed too.

So my Pandaren Monk is probably going to be a sad Panda because he cannot use Jade Cloud Serpent for Dynamic flight.
Oh well, I’ve been wanting to change my monk to another race.
Not necessarily. The cloud serpent model is pretty well-used, so I imagine it’s probably a priority for them.
It’s stuff like the goblin shredders and other random mechanical mounts that might take a bit longer.
In the preview we see people using dynamic flight with Invincible and Ashes of Alar so it won’t just be the ones that are similar to dragon riding mounts. We will just have to see.
I thought they had made a list of mounts that will be able to use dynamic flying but I might be wrong.
Mounts with wings will benefit, mounts without won’t.
This is why I want wings for my unicorns.
Hopefully the druid will. 
That one is confirmed, at least. Druids get dynamic flight with 11.0

Pretty sure they showed Invincible and Ashes of Alar being used in the trailer, so they don’t necessarily have to match one of the rigs of the existing dragonriding mounts. Remains to be seen exactly which ones will be left out at first, but I’d bet most will be included in the first batch.
It’ll be whatever mounts they upgrade before they get bored and move on to something else, ever to touch upgrading older flying mounts again. Fingers crossed, everyone, that they upgrade the one you want.
There are 171 mounts flagged for Dynamic flight in the game files SO FAR. Expect more when TWW alpha starts

I assume any mount that shares a skeleton with the Dragon Riding mounts will be easy to port over to the new system - drakes, proto-drakes, wind riders, pterodactyls, ravens, etc.
The new Algarian Stormrider from TWW pre-order means gryphons will most likely work as well.
And they did show off Ashes of A’lar and Invincible using dynamic flying in their trailers, so can count on bird and pegasus mounts to also be included.
I think the only mounts that are most likely NOT going to get dynamic flight would be mechanical, flying carpet, and magic disk mounts.
