that we get the exact same old school loading screen no matter where we load in to? Is this a side effect of today’s extremely short 8 hour maintenance? Or are we not supposed to be able to log on yet and somehow we are?

Well that explains that. Something went wrong with maintenance then.
Or it’s a placeholder. It usually appears when the game doesn’t know where your character is
