Good damage? I don’t see anyone talking about it at all
There’s actually a lot of talk about Kyrian being possibly better than Night Fae in 9.1 (though it’s more largely due to the new soulbind traits and extra ranks of Enfeebled Mark than Resonating Arrow itself).
I tested resonating arrow with harpoon last night. It will allow you to teleport thru walls. Don’t know if this can be used to cheese some pve mechanics but looks fun in pvp or just messing around
Well it doesn’t do much for actual damage, because the point of it is to buff your other abilities. Having it to pair with Double Tap every minute is nice. The conduit for it scales much better than the Wild Spirits conduit, so that’s going to help it out too.

Pelagos got a nurf for 9.1 just the other day so a lot of the over all sims are already out of date.
To be brief Resonating Arrow is good ST in PVE, it is good in PVP aswell, It is ok but not that great on AOE especially with lower crit.
Wild Spirits is still going to be by far the best on AOE and dose good damage on ST.
Cooldown lineups very based on your spec and gear. RE requires a bit more upkeep to aline with CDS both properly and effectively were as Wild Spirits just kind of lines up due to all 2 specs major CD being a 2 min CD.
MM has the best time with it compounding the current build set up beacuse Double tap is a 1 min CD you can pre cast use RE then Aimed shot. BM has Beastial Wrath on a 40-50 second CD depending on Barbed shot procs. On average it is about 50 seconds. This can lead to some awkward line ups were you should be holding one or the other for a period of time to have an effective burst.
Survival is straight forward you use the CD once ever minute and line it up with Coordinated Assault.
That all being said effectiveness can be determined by the boss and how effective your line ups in practice. Sims don’t really account for bosses were you have like 12 seconds of down time then a massive haste buff like Council of Blood.
It isn’t unreasonable to expect that we will not actually know if there is a note worth discrepancy in ST damage until the raid has been out for a couple weeks. Live data reports and player experience is going to help shape recommendations because the sims for both NF and Kyrian is still fairly close in most ST cases.
Because the output is only as good as the input. And in this case we know the sims were done with a number of abilities not yet implemented and using an outdated APL (the algorithm that decides when to use abilities) that lacks a lot of the recent Kyrian optimizations.
You might want to verify those numbers in logs. On fights with no downtime, like Hungering Destroyer, Inerva Darkvein or Sludgefist, BW’s uptime is regularly near 50%, which is a 30 seconds cooldown on average. Even on the fights with some downtime, we’re talking about 43-45% uptime which averages to less than a 35 seconds cooldown. Nothing catastrophic. And those numbers should go down with the additional stats we will get. BM is much less at the mercy of extra procs than it ever was thanks to Scent of Blood.
With very high crit you will have instances were it will go to around 30 seconds which would be desirable with RE. One of the big things TBD with RE is how low will we reliably be able to push BW. Conduits like Echoing Call which which will eventually replace Bloodletting and One with the Pack will probably reach a break point were they are rapidly becoming more powerful then the lower gear builds. It is just a matter of weather or not that will be this patch or the next patch.
Right now (9.0.5) on average based on hitting a target dumby for 2 hours with a stop watch I averaged out around 40 seconds with Bloodletting and Scent of Blood. But that is an average based on my current gear (222 ilv , 26% Crit, 14% Haste).
It is also possible that I am just trash at the game
It is very possible that with better stat weights then mine people are more reliably achieving 30 second BWs.
Personally I am trying to provide a general recommendation based on not being able to achieve a particularly high item level or being and above average player.
Again with RPF, Echoing call, One with the Pack, and over 30% crit I think RE Hunters could see a sharp ST increase that vastly outweighs the AOE of Night Fae. Similar to what you saying that will likely be spelled out in the logs once Sanctum is open.
At the time I linked it it seemed pretty decent actually. I understand it is out of date now. The one thing I don’t understand is why you are so toxic about it. The other two people that explained why it was out of date got a like. Try being a human being when you talk to people. You’d be surprised how far it can go.
It was already explained multiple times why and how that information was incorrectly implemented and flat out wrong at the time, AND now.

If it was explained I didn’t see it. Again, just be a decent human being. It isn’t hard. You obviously don’t care about a like, the point is they did the same thing you did they just did it in a way that was cool. Instead of being, well, like you are.
