There are quests where you get into the zone in question and an NPC follows you around everywhere demanding you take a quest.
NO! Why is this thing following me everywhere I go?
I dont want to do those quests and I dont want this to follow me begging me to take quests im not interested in.
How do I get rid of this besides doing the quests? Is there an option anywhere in game or addon?
Also, that dumb popup that comes up during quests and raids where there are NPC’s giving you a whole story while your buttons and UI are hidden behind this.
Need this to stop ASAP

For the UI being hidden you can edit the UI so that doesn’t happen anymore. 
I dislike the quests that have no decline button though.

Edit Mode → Talking Head if you want to disable it completely.
Forced quests, especially forced pop up quests need to go away.

I just take it, greet the new NPC, and then leave. If you are traveling anywhere near that area later, might as well just hold onto the meet & greet quest until you’re there. They are nearly all meet & greets. Don’t have to do the follow-up, and it makes the NPCs stop following you.
You don’t. You pick up the quest, turn it in and don’t take the next one.
If you pick up the quest and the NPC doesn’t go away… drop the quest, pick it back up again and that should make them go away. Or throw yourself off a cliff if all else fails. Death usually means they stop following you. They don’t like corpses. 
I remember the Bwonsamdi quest in Ardenweald. I didn’t want to do it on an alt and he stalked me everywhere.
Even when doing one of the mushroom quests, I could see his shadow on the ground below. Quite funny, really.
One of my DKs still has Khadgar’s head pop up every time I pop back to do a runeforging.
Every anniversary event, the toon kicks the Khadgar ball around.
Drives me absolutely insane. The Legion Invasion/Faction War Invasions are especially obnoxious because they pop up AGAIN after you take and abandon them.
