You would be better off asking on the EU forums. This is the North American region forums.
However, “best” is different for each person. You may want to say what would make a server “best” for you.
In the NA region, there are 242 retail servers. No one’s really played on enough of them to rank them all.
Not sure how many servers are in the EU region, but wouldn’t be surprised is it was also a large number.
