I checked wowhead, and the only requirement listed there is to have access to the abomination table, well I have access to the abomination table… but I can’t make anima wraps or even start the quest… any reason why I can’t?
Being as you are mainly posting on a classic character, with no link to what character you are trying to get this, have you tried checking out the requirements on a site like wowhead?

Specter Of War: Visectus is a part of Necrolord covenant and is required to open Blackhound Cache and get 
It’s a Wrap achievement.
Blackhound Cache is located in Blackhound Outpost northwest of the Theater of Pain flight point.
It’s locked inside of a building and to open the door you have to be Necrolord .
You have to summon and escort Visectus to the treasure .
First unlock the Necrolord Abomination Factory which will reveal the Specter Of War: Visectus quest from Summoner Gerard.
To complete the summoning you have to craft 100 Anima-bound Wraps (requires 100 
Shrouded Cloth).
The progress is shared with other Necrolord players so you may not need all 100.
You can do it at Abominable Stitching Table in the Abomination Factory.
After you bring all Anima-bound Wraps to Summoner Gerard Visectus will start moving to treasure.
You have to kill the enemies which will spawn along the way.
At the end it will destroy the door blocking the treasure.
The reward is 
Everlasting Boneforged Greataxe.
If you bring 100 Anima-bound Wraps you’ll get It’s a Wrap achievement.

Im going to assume you missed me saying “I’ve checked wowhead” and the implications therein.
yes I have checked wowhead. i have also unlocked the abomination factory.
I never got a quest. Stitching table doesn’t offer me anima wraps.
I don’t know what to do, because that is all the information wowhead has on this particular subject, of which I’ve achieved all the requirements.
My next suggestion would be to put in a bug report then, to be honest of course I am not there and as being another player, no way to check your character meta to see what requirements you have.
Don’t know if a mod will be around today, but as this is new game stuff, I can’t say if they would be able to give you more information. Perhaps one will enlighten you though.
I opened a ticket. hopefully they address it cuz yeah… I’m hunting achieves and I can’t get that achieve because its behind a wall
