Well there are three classes that have bubbles- mages, priest and pallies

My Boomkin kinda sparkles with Astral glyph.

Seems to be gnome demon hunters and their sparkly fel.

Wands sparkle. You can use any mage spec all have bubbles.

There might be some toys that make you sparkle, although it’s likely only going to be for a short time and have a long CD.

For a good, repeatable sparkle at will, I’d go with Priest or Paladin.

Priests have a nice, sparkly Levitate that gives you glitter feets.
I’m fond of spamming Cleanse Toxins for a rainbow swirly sparkle effect on my Paladin here.

You can also grab a https://www.wowhead.com/item=108739/pretty-draenor-pearl or a https://www.wowhead.com/item=113375/vindicators-armor-polish-kit for short bursts of extra sparkles.

This dude will shine up your shoes, making them nice and sparkly, and has a rare spawn toy that will do the same https://www.wowhead.com/npc=29703/sheddle-glossgleam.

not sure if this is what you are looking for but how about boomkin with the thing that makes thim kinda like a white ghost form instead of a boomchicken form?

Women have funny goals.

If she were to go to one of those azerite world quests and stand in the gold mud for a few seconds she would get the heal buff that makes you kind of shoot sparks on what ever toon stands in it.

It’s not just the moonkin glyph that makes them sparkle, their whole thing is shooting enemies with shiny stars and glittery comets

I think one of my trinkets turns my slashes into sparkles.
