I’d like to submit my idea to prevent dungeon boosting in HC.
There is already a mechanic in place that stops players from entering a dungeon at too lower level; if I try to enter Stockades on a level 1 toon I will be told I cannot enter until level 15. Is it at all possible that this mechanic could be adjusted to include a maximum level as well as a minimum level, and these levels could be the range displayed on the meeting stone for the dungeon. This coupled with the “level 60s can’t enter dungeon with low levels” could potentially solve the threat of level or gear boosting in dungeons. If there is a loophole I’ve missed or you think this is a bad idea for some reason please let me know, but keep it constructive. Also I have no issue with the 24hr lockout, don’t have a problem with people running dungeons more than once.

Edit: Of course the restriction would be lifted at level 60.
Edit: Also let me know if this has already been suggested, I find it hard to believe I’d be the only one to come up with this.

The huge slash to xp gain is detterent enough not to bring in high levels without preventing people who wish to solo a dungeon pre-60 for quests/gear/gold.

Support this level range group limitation. High lvl boosting spoils the leveling experience. It’s even better if high level cannot group with low levels within certain range to prevent open world leveling boost. No more high level carry.
And prevent high levels to send items to low levels, limit tradings and AH within level groups. 10-19, 20-29…
I can’t support a hard ban because it would kill roleplaying and being helpful to new players.
a lot of people group so they can RP with a small group of people using group chat without “speaking out loud” in local chat-- especially since bliz stopped enforcing in-character rules for chat on RP servers and seemingly allows heckling RPers in local and spamming at them to ruin their experience these days.
similarly people group all the time to be helpful: so they can drop newbies a portal to a city, to drop them life stones, to rez or heal them or purge a long curse that’s annoying, to show them where a vendor or other NPC is, to use a passenger-carrying mount to carry them to tag flight points or get to a remote area or one that requires flying (especially in outlands where flying requirement was used for gating content), and other pro-social acts.
limiting XP is enough in my opinion
Newbie are not recommended to come into hardcore server

I had though about those trade level caps but you would either end up with weird scenarios where a lvl 29 can’t trade with a lvl 30 (for example) even though you could run dungeons with them because they are juuuuuuust outside your trade bracket.

there is overlap and some enterprising multiboxer would trade between toon that are just close enough and basically you lvl 60 is giving your lvl 1 enchanted gear
