Yes and you can confirm this yourself by looking at any video uploaded anytime during 2007 or 2008. The only time honor kills are shown to award more than 20.9 honor is when a lower level kills a higher level.
Bonus honor was also extremely low in original TBC as you can see here:

Yeah, no problem. I donāt care if they increased the honor even by a large amount. Iām just telling everyone that screaming at Blizzard to make it āauthenticā while itās already there isnāt going to actually accomplish what they want it to.

I think this calls into question our memories AND how much weāve all changed since thenā¦ most people claiming they farmed an entire set likely farmed one item ā¦ because back then getting even one upgrade was HUGE at least for me. Now people are only satisfied if they are fully kitted out.

Iām pretty sure Nethaera still works at Blizzard but theyāve all seemed to have taken some sort of oath of silence. Blizzard communication is worse than itās ever been.

Literally just follow that blue post link and read the comments in the wow forum from 2007, people are complaining about the exact same stuff as they are right now. The only difference being that the horde ques are likely worse now than they were then because A. More people were playing the game and B. Less people FOTM rerolling
