That’s now over 2 weeks I have killed her every day w/ no Runecarver Memory dropped. When something in the game makes players dread playing it, it needs to be fixed. I am literally bottlenecked on an essential quest and, as she is lootable once per day, I have to make myself fire WoW up and kill her yet again. Ridiculous

What “essential quest” are you talking about? Any memory will do just to unlock legendaries, but I’m guessing that’s not the quest you’re talking about?
“Final Pieces”
You have to give 4 items to the Runecarver. You have to finish the quest before he’ll work on gear for you. The last piece is “Runecarver’s Memory” which drops only off Odalrik at (supposedly) a 40% rate. But you can only kill/loot her once per day.
Eh? Shouldn’t quest item have 100% drop chance? I did it on several alts and it always dropped first time

Uhh, that quest is referencing the Memories used to create your legendary items, not the Runecarver memory from Odalrik, the Runecarver memory from Odalrik is for an earlier quest in the chain.
If you open the adventure guide and go to “Powers” You can see the memories your class can find, and where they drop.

Do you need an actual legendary memory for that quest? (As opposed to the generic memory needed for the quest before that one that you get from Odalrik?)

This “Final Pieces” quest says a Rune Vessel, 2 different Missives, and Runecarver Memory Restored. Then you get access to Legendary Crafting. Going thru the quest chain on WowHead, IcyVeins, etc. all reference that last piece, Runecarver Memory Restored, as only dropping off Odalrik in the maw. If just any Runecarver Memory is needed then WooHoo!! and also Dammit! I wasted 2 weeks.

Odalrik was for a slightly earlier quest that had you recover the Runecarver’s generic memories. Now you need to retrieve a specific memory. Go do some dungeons or Torghast (L3+) and you should get a Memory to drop, though many aren’t 100%. Use it (right-click on it in your bags) and you’ll have this quest finished.
In my case I did the opposite. I kept wondering why a specific Memory wasn’t dropping, when I needed to go get the generic ones from Odalrik. 
There’s an earlier quest in the chain where you collect an item literally called “Runecarver Memory” from Odalrik:

The quest you’re stuck on, The Final Pieces, requires you to restore one of the Runecarver’s memories, not find an item named “Runecarver Memory.”
What it means is getting one of the dozens of Memories out there, and “using” it near the Runecarver to give it to him, like how you learn Conduits at the Soulbind table.

I think this quest IS the earlier quest in the chain. Came from Runecarver
If it’s asking for a vessel and 2 missives, it is the later quest to make your 1st legendary (you’ll also need 1,250 Soul Ash). ANY legendary memory (recipe) will do the trick. I completed this quest with a healing memory and I don’t even play that spec 
As others have suggested run some normal/heroic dungeons or a Torghast layer that’s easy for you (start at Layer 1 and go up 'til you can’t stand it anymore (bored, can’t finish, takes too long, etc.)).
P.S. Memory in your bags doesn’t count I think… you need to go into the Runecarver’s Oubliette and “use” the memory to restore it to him. It then ends up in your library of legendary powers you can apply (SHIFT-J in-game, click the “Powers” tab on far right).

Hmmm, maybe you’re spending too much time trying to kill Odalrik and should try to get the memory from Normal alrik?
