I like the old Westfall better, to be honest. Maybe we will get an old world revamp with the new expansion!

Not sure about how the original alliance was formed. Sometimes alliances have one leader. Sometimes its a council. I know nothing about this particular piece of lore but I do agree its kind of weird and feels more imperial than anything else.
