Anduin should have people in Stormwind rioting outside his doorstep. Raised pitchforks and everything. They’re the ones who lost their families, their homes, their land. And because of Anduin’s poor diplomacy, they don’t get any reparations. Anduin should have people calling for his head.

Basically all the leaders, yet Anduin listens to none of them. Why does he even keep them on a council? In real life, they would either assassinate him or quit by now because all they would be doing is talking to a brick wall.
Sylvanas literally went germany WWII this expansion and the easiest solution would be what happened in real life, reparations and removing all semblance of a standing military force for X years and have them slowly attempt to recuperate - having trials for all people/leaders who supports the atrocities. But what we get is: A promise not to do it again. Kek.
You spend so much time being condescended to by that jackhole Nathanos despite having done more than enough to prove your worth. How many end of the world scenarios has he prevented exactly? How much land did he personally secure for the Horde and the woman that constantly strings him along and uses him?
Because annexation is a huge financial and political risk. Annexing a territory typically requires that you send a military force in order to force its current ruler to abdicate and to enforce the laws you wish to put in place. Depending on how sympathetic the populace is to your cause, this can either be a relatively simple process with no bloodshed and a peaceful transfer of power, or it can be a brutally violent affair which only destabilizes the area further and makes it a hotbed of revolutionary activity for several decades.
Which sucks because I would totally take a big loss for a good story. We just have too much people that are not true Horde and will just get up and leave to the winning side.
