I queued up for a random Classic Timewalking dungeon on a level 10 paladin, my first ever for that character. Leveled several times throughout ending up at level 15 by dungeon completion. Upon killing the last boss (Lord Rivendare in this case) I did not receive an Ancient Timewarped Scroll. I then ran a second timewalking dungeon, ending up at level 19 and likewise didn’t get a Timewarped Scroll. Then a third at level 20, still no drop.
My understanding is that there isn’t a restriction on what level character can earn these, and I know I’ve earned them as low a level as 20 in past weeks. So I don’t know if a change was made to stop low levels from looting this item or what.
I am having the same issue, I ran 2 different dungeons on 2 different alts, one at lvl23ish and one at lvl75, both today, neither of them got a timewarped scroll. I submitted an in game bug report and also sent a ticket to a GM. They were dropping for me yesterday tho on other alts and my main.
Looks like there was a hotfix today to require level 30 for the quests to avoid people making and deleting multiple characters.

Sad thing was I even checked the most recent hotfix notes looking for something like this, but they just pushed the change before these newest notes were published…

If this was to not encourage players from making them deleting toons they would of made the lv requirement lv 20 to get items. This was more like a direct assault on trial accounts doing time walking to get the weekly quest item.
