I’m not sure this is a bug precisely but its certainly an impossible quest to hand in if you have done it on a low level character.
I’ve been levelling a character between level 15 and 30 doing Island Expeditions (not constantly, just as a way of getting some items and some good experience). This quest item dropped which requires me to go to Pandaria, to the area on top of the Mogu’shan Palace to hand in the item to complete it. However, I can’t get to the top as I dont have flight yet and there are no stairs up anymore (at least not that I could find).
So I’m reporting this here so that perhaps some consideration can be given to putting in a way to be able to hand it in on lower level characters. If we are able to do Island Expeditions on lower level characters, having quests from it that cannot be completed seems a bit daft.
There is a red Pandarian dragon whelp named Mishi on the outside bottom level of your faction’s Shrine in the Vale of Eternal Blossoms. Talk to him and he’ll transform into an adult dragon and give you a ride up to the upper level of Mogushan. He’ll be there on the balcony when you need a return trip.

BTW went there just now on my sublevel 30 character and clicked on Mishi, and just got the “she looks at you inquisitively”. So either it doesnt work anymore or it requires some activity in the game (eg questline and/or reputation) that I’m not aware of.
Thanks for the thought but I finally got the toon to 30 so he can fly himself.
I just found the whole sitution weird but, given its Blizzard, I probably shouldnt…
It’s an unfortunate bug, caused by the unintended consequences of broadening the leveling experience so that a character can do things “out of order” with respect to quest-related unlocks (like Mishi, who’s apparently not usable until you complete some amount of MoP questing).
I hope the devs turn their attention to this entire class of issues.
