What are the requirements to get the new quest when you log in? Some characters got it some didn’t.

You have to complete the War Campaign.

I haven’t completed the war campaign on my mage but I was still able to pick the quest up upon sign in to that toon, I am now having the same issue as the OP.

EDIT: I just got the quest after completing the achievement The Heart Forge on this character.

Can confirm this is correct. Hadn’t messed with the Nazjatar introductory questline up through the opening of the heart forge on an alt. Once completed, the quest - An Unwelcome Advisor - showed up in my quest log and the yellow mark was on the map in the king’s chambers at Stormwind.

You do not need to complete the war campaign.

Do the intro quest for Nazjatar, get your first essence, and the quest will autopop.
