Personally, I think it’s a good fix for the issue.
Basically ignoring the naysayers. There’s really no major issue with this, besides the fact people just want the ability to camp and deny people access to dungeons, because they want to grief.
And I don’t take the thoughts and opinions of griefers into any amount of consideration. 
True, and a lot of players are doing that which just makes things worse for the pvp servers life spans. Or people are just unsubscribing until they can transfer their char to a different server.
Blizz showed back in vanilla they wanted to at least put some checks on harassing the other faction through dishonorable kills. (whether or not that was a actually good decision is it’s own argument all together) Either way, they didn’t want new players to not re-up their subscriptions since they couldn’t do the beginning quests. Now that people seem to be quitting over phase 2 I don’t think it’s crazy to consider they would step in.
For the record, I have no intention of leaving for a PVE server. I’m just worried the same can’t be said for others on my server and others.

no shortage of hopping from one group to the next in my experience
1- Its not harassing when pvp happen on pvp server
2- DHKs never where when you kill other player
You have to do what you have to do. If how a pvp server work isn’t for you, the best you can do, IMO, is move to other that suit you. Just dont ruin pvp server for players that like pvp when other options are on the table.
Wpvp is generally just greifing when you have a obvious advantage

Yes, and that is the gameplay people opt into when they choose PvP realms. It’s literally the only difference between PvP and Normal realms.

What? So screw the wpvpers so the pve’ers on pvp servers can pve in safe instanced pve content? No thank you. Roll a pve server if you want safe passage into instances.
Get your faction motivated to fight back. This is what pvp servers are for. Surely there must be some leaders within your faction that can unite you all under one banner…do I need to roll an ally toon and lead you guys into victory most glorious?

You don’t want to play on a PvP server. Either quit or re-roll if you do not like the PvP ruleset.
There is no need to change the game simply because you don’t like it. There are other games to play, included Classic on a PvE server.
Why not? Server is “unplayable”. You’re outnumbered. You can’t progress. You don’t want to wpvp. Sounds like a situation a logical person would change or remove themselves from. Especially when there’s viable options that remove the cause of your woes.

I left. It felt lame. Had no problems as rogue. Wpvp is just lame. BGs, even arenas, are better.
I swear, 15 years later of vastly superior pvp options in other games and people froth out over being ‘good’ at wow wpvp…and but for a few, (who dont care about forums)… they cant duel or rank in AV.
There’s nothing fun or interesting about the current state of PvP servers that have faction imbalance. The minority faction are quite literally not even playing anymore, by and large. “I hate getting ganked occasionally”=/=“I have essentially no access to the game world because every fight I take is a 1:2 ratio (often far worse odds than that)”. Were people complaining about this before the current dumpster fire of a patch? No. Why? Because they are fine playing on PvP servers, just not “Free HK simulator” servers.
