Allow New Pandaren to Choose Faction at Start and Allow Start at Exile's Reach

I hate that I have to level a new Pandaren to about level 14-15 before they can join my solo guild and start earning for the guild. Is there any reason why so many years after MoP we are still required to wait until we finish the entire zone before we choose a faction? And let us start at Exile’s Reach.
