Well, I did the three “Stronghold” things where you go to the zone and do a couple quests there, and get a new ally for missions. Then that seemed to be it so I focused on everything for Zandalar Forever. Now, Nathanos and Half-orcen both have grey exclamation marks over their heads but no quests for me.
All that it looks like I can do right now are the war table missions that take X passive hours.
After the 3 foothold quests, you need to unlock world quests before the rest of the War Campaign unlocks. The unlock quest is “Uniting Zandalar” from Nathanos. However, as mentioned above, that quest won’t show up until you have the Heart of Azeroth.
I couldn’t find what you described in your earlier comment about Heart of Azeroth. I don’t see any earthen warrior in the port of zandalar or warport rastari, let alone one offering a quest.
I already have Trivial Quests turned on, if that would have affected anything.

If he doesn’t have the quest, see if you can take the portal to Sillithus and see if Magni has the quest “The Heart of Azeroth” for you.
Now, I still have one mission at the war table that noticed says “Need to complete”, but I haven’t done because I ran out of resources and it doesn’t say what it’s “needed” for. Does that have anything to do with this?
Yeah, I haven’t seen him anywhere. Unless he’s hiding in a bush and doesnt have a quest marker, he’s not there.
