What are they?
With the inclusion of the Zandalari Empire into the Horde, it may seem inevitable that the other "lesser" tribes slowly begin to integrate. These tribes that have joined the Horde descend from Frost, Forest, Jungle and Sand trolls. These tribes are among the first to consider an Alliance with the Horde as profitable.
Models
Themed around how the mag'har orcs had skins for every race, the "Troll Tribes" would work in a similar fashion. Different skins for different tribes. As for their models, a reworked "buff" troll model would be added, and can be toggled on or off similar to the Upright Orc. Female models would stay the same as they are presently, sharing the normal troll body type, and males can also have the "thin" troll model.
Racial Leader
Just like the Mag'har (who I admit I am heavily inspired off of for this idea, just because it a relatively simple way to add a whole bunch off different skinned but same model races into one big package,) they'll have multiple "tribe" leaders, all coming together as the Council of Tribes. Either a pre-exsisting character can be used, such as perhaps the Revantusk Leader. or a new one could be made up.
Racial Hub
The Terrace of Speakers in Zandalar would be a prime candidate for a Racial Hub imo, but I'm sure other ideas could come up.
Recruitment Quest
Follow Princess Talanji around the globe to secure different troll tribes into the Horde. From the Zandalari perspective, this is to strengthen Zandalar after the events of 8.1. You'll begin by going to the Revantusk, who agree due to their Alliance already to the Horde, and the rest of the tribes you garner their favor through short questing.
Classes
Druid, Warlock, Warrior, Priest, Hunter, Maybe DK, Monk, Shaman, etc etc. Anything the Darkspear currently can be.

I would love to play a buff troll. But I'm not exactly sure what mount or heritage armor that they would use since the troll tribes are all so different in culture.
Maybe it could be inspired by Zul'jin since he was a pretty big deal with different tints for the different climates for the different tribes. I assume their mount will be some sort of dinosaur.

Honestly, the lamest thing to come out of the Zandalar zones are the Zandalari themselves. I feel like, of all the trolls, they are the least interesting. I would love to see some playable Farraki trolls. Maybe another Dark Troll Tribe.
Darkspear already cover the Gurubashi in terms of design, so I assume we'd be getting the buff Forest Troll type with a blue alternative to represent the frost trolls. Farraki wouldn't be the same, but it might not be impossible to just have a toggle to a normal Darkspear model but with Farraki coloring.
Racial mount could be one of a few different skins of dire trolls we can ride like the gronn. That would be hilarious.
Or, since we already have a few different raptor variants, we could get Amani/Drakkari war bear mounts. Black and brown for forest troll variants and white for frost troll.

There are older leaders, like Kaz the Shrieker who led the Laughing Skull in WoD shows up.

True but it is still a feasible idea. After all, the Council of Three Hammers has been a thing for quite a while and the NEs have technically had two leaders for quite a while too.

However, the problem I see is that the Frost and Sand trolls are basically wiped out at this point.
The Frostmane and Drakkari were destroyed by the Dwarves and Scourge, respectively. Then they joined up with Zul during the Throne of Thunder in MOP... only to get beaten down again.

To be fair, I'm sure there's more frost trolls running around than void elves and they somehow constitute a big enough group to warrant a playable race. Additionally only the Drakkari were destroyed utterly as only the Drakkari speaker is down there with the shadow troll speaker. The Frostmane speakers seem to be treated like their tribes are still around.
There's definitely enough Farakki given there's still a significant number living on Vol'dun. I also kind of doubt we've completely purged the species from Tanaris, just smashed their capital.

I'm struggling to see any scenario where the Amani would willingly side with their arch-nemesis in the Blood Elves.
Drakkari would be cool but their civilisation is ruined even if there are any of them left.
Gurubashi would be an interesting addition, giving the Horde another major presence on EK, just south of Stormwind no less. Could make for a cool scenario in which an attack on the Alliance capital occurs, with the Gurubashi marching from the south while a Horde fleet attacks the harbour (could be even cooler if the MU Blackrock finally join us as a whole, adding a northern front to the battle as well).
Farraki, like the Drakkari, have a civilisation in ruins, although they at least seem to still have a noticeable population.

I agree with the bulky/standard model options and having all the variants as one allied race.
Story-wise, imo, it should be a couple of full tribes and fragments of other tribes that, outraged by Rastakhan's murder, pledge to join the Zandalari and the Horde.
Revantusk should lead the charge as long time Horde allies. Shatterspear as well. Frostmane have had no negative interactions with the Horde but are longtime enemies of the Dwarves and Gnomes, so their tribe fully joining would make sense as well. Firetree and Smolderthorn should probably be looking for a competent Horde to join as well since they've just been sitting in the Burning Steppes getting destroyed since the Second War.
Vilebranch, Witherbark, Winterax, Bloodscalp, Skullsplitter and Sandfury should all have splinter factions that join the Horde while the majority remain somewhat hostile.
Mossflayers should need to join the Horde by necessity due to being ravaged by the Scourge. They and any undead, free-willed Drakkari should bring Death Knights as part of the allied race.
The Gurubashi and Amani can continue to be dickbags whose stubbornness and aggression causes their empires to wither and decline as time goes on.
Each tribe should have at least one skin dedicated to it, plus maybe some tattoo and jewelry options associated with them (ie dark red scalp for the Bloodscalp, some fire themes for the Firetree and Smolderthorn.)

I like the idea of having one buff troll tribe for each subspecies that would realistically want to join the Horde. Revantusk and Frostmane would be good bets.
