Title says it all.
I’ve got two characters who have progress on Sunsong Ranch, and both of them have every Tiller moved onto the farm. Even the one that I have not yet achieved Best Friend status with is on the farm of my lower level character.

Edit: Upon further exploration of the Valley, I’ve discovered that the Tillers seem to be active in all 3 locations. They’re on the Farm, in the market, and out in their home locations.
