The quest all ore nothing wont let me interact with the NPC to turn in my quest
Same issue, Alvegar is not interactable. Has ? above their head, but I cannot turn it in to start the next part of quest.
I have already completed the other quests in this area prior to getting the quest to see Alvegar and am wondering if that is why the character is bugged.
