I’m trying to do the Darkmoon Faire quest and… the faire is missing. Like completely missing. I’ve checked guides, etc, and everything tells me I should be looking at the various NPCs and such, but nobody’s there. What’s going on?
Is the phased character a warlock by chance? There is a warlock questline that will phase out the faire until it’s completed.

She is a warlock… She just showed me; she can get into the Darkmoon Faire, but there’s literally no NPCs there. Just an empty faire. Not even a portal back - has to hearthstone. So she went to check if she had done the Dark Summons quest, and the guy to start that quest isn’t there on that character. The Dark Summons guy / Darkmoon Faire are both present on all her other characters, just not on the main Warlock.
Did she try dropping the quest? It’s not a super long quest so could also just do it - it’s a pretty cool questline, tbf!
Yep! She’s dropped it / picked it back up, same result. It’s really frustrating. 
Horde lock here - which quest please. very annoying.
