Algari seekerthread and anglerthread are not changing the stats on my pole. They cast when I right click them but when I look at the stats on my pole nothing changes. perception and skill have never changed. I do have the algari weaverline on the pole.
It takes a while before you see something like for every 10. There is an achievement for 100 of each. I think with all the skill goes to 400? I say that because the fishing thing for Azj-Kahey says 375
The TWW fishing skill goes to 375. The two types of threads add another +100 skill and a +100 perception when fully upgraded. They do show up on the rest of your warband in increments of 10 which is why you should use them on the same toon always.
