After choosing Alchemy to become a Transmutation Master it seems that in Shadowlands I can not become one. I do have another toon with it that procs an extra transmute at bout 10%.
My question is can my non TM Alchemist proc transmutes on occasion consider the TM has been removed?
You can still be a Transmutation Master. You just have to reach a high level of Classic Alchemy and get the quest in a major city in the old world (Ex. Stormwind/Orgrimmar). You then have to turn in 4 Living Steel to complete it. Either buy them off the AH or you have to level MoP Alchemy, which is largely discoveries, to get the Living Steel transmute.
