I’m level 20 free to play (aka free trial version). I just got the quest “Alas Andorhal”. I am told to report to Commander Ashlam Valorfist in Chillwind Camp. I arrive at Chillwind Camp and no one is there! The yellow question mark shows in my map, but there is no one at the camp. Is this a bug?

same issue here, no npcs at Chillwind Camp after accepting quest Alas, Andorhal
had to log out of game a couple of times to get this fix

Same issue (paid subber). Relogged once and it did not fix the situation. Also, the inn does not rest you up so you have to wait 20 seconds to log out or just exit the game.
The only thing I could do was drop the finished quest, go accept the same quest and without doing any other quits I was able to pick it up again. It sucks… but thats what worked for me.
Same bug is still there. I hearthed and flew back to find they were all there.

Got this to show the NPCs. Had to log into a different toon and then back. They were there.

Crazy that this is still bugged in October. Relogging several times did not work for me. However, hearthing and flying back did.
Just confriming, If you comlete the quest and the turn in NPC is not there . Logging out and back in fixed the issue. 10.2.22

This bug actually happens a lot in Shadowlands now. There are certain quests where the ‘?’ appears on the map, and either the questgiver is not present or won’t speak to you. With certain other quests, a questgiver you turn in a quest to, who is supposed to give you another, does not give it to you.
Usually going far enough away will reset the questgiver. But sometimes it is necessary to log out. I went back and forth to Revendreth and relogged several times on a level 60 who was trying to open the story there trying to get the flightmaster to show the dialogue “Send me to Revendreth”. I think I ended up going back to Orgrimmar to get it to pop.
The issue is that a player who doesn’t know they need to take that quest from an npc who is not offering it because of that bug may be unaware they need to do some sort of workaround to make it pop.
Still bugged almost a year out. Seesh.
Still bugged, but after loggin out and loggin in again it worked.

That is what I did as well and the NPCs were all back 
Bug is still not fix and never will be I guess haha

I’ve seen that this has been necro’d a few times, however I think i figured out the solution (hopefully last one?). I have done the exit and back strategy a few times, and still did not work, however when I actually Logged Out (waited for 20 second timer) and logged back in, it seemed to do it.
