Am I missing something? Paid 25 bucks and got nothing. Checked bank account, the 25 bucks was taken out. Do not have any mounts in-game.

They’re gifts in your collection. Did you try closing your game and loading back in?
Edit: I just bought mine and it loaded them into my collection instantly.

Chubby is correct. A ticket is your best option. However, I make addons and “reloading” means something else to me. Did you close the game and re-open it?
What does the shop say (in game) when you open it and look at the mount(s)? There should be a green check.

Did you open the box at the top of your mounts collection? Are you using any sort of collections addon and you have a filter applied?
Even though it has left the bank, It could still be processing on Blizzards end or waiting for approval someplace.
Also check your mount filters. Sometimes that can be an issue. If it is not and you did all the suggestions, you need to put in a ticket.
