He was removed for phase 1. No confirmation he was added back.

Yes, he is in p2 and drops Tidal Charm. Hunters were camping him soon after Phase2 launched.

That doesn’t mean that they got tidal charm. I’m around 20 hours of camping as well and haven’t seen him spawn

Curious about this myself…I want to do this camp, but I dont want to see here for days if he isn’t even in game.
I heard people saying hes in game, but when asked if anyone has ever actually seen a tidal charm or if one has been used against them or something I get no confirmation.
