Just tested it in game… the macro works fine if you spam the button. The GCD doesn’t prevent this from working, though it does prevent any smart use of Demon Spikes since you’ll just be burning the charges as they become available.

If that macro is letting you use Shear, then it needs to be reported as a bug. Macros are not supposed to process multiple abilities simultaneously that are on the GCD. Both Shear and Immolation Aura are on the GCD. The macro should process Immolation Aura, proceed to Demon Spikes (off GCD), then stop since Shear is on the GCD. Additionally, while Immolation Aura is on CD the macro should just Fail to process anything. They made changes to the macro system during WoD explicitly you stop macros like this.
