Not an original thought probably but in WoD blizz made demon lock really weak since they had planned to re work it in Legion. My guess is Aff lock is staying weak now for the same reason. Why balance the spec if you’re just gonna change it in a few months. Hope dragon flight makes it Dot focused again. 
affliction is not weak, is just dead!
I dont think there’s that same kind of intention with affliciton at the moment. Demo was grounded because it was too hard to play or some dumb reason, and the whole expansion and dev team was imploding so they didnt have time to work on it.
Here’s the exact quote from Ion at the time: “There are some concerns with how Demonology plays right now. You need addons to play it well because of how complex it was. It also was the best all around spec, so warlocks that wanted to play other specs had to go Demonology. Demonology will be significantly overhauled in a future patch. It is still viable, but won’t be the best anymore. It is Demonology’s turn to be the worst warlock spec.”

It’s both, no real reason to take it over demo/destro.
the sad thing is that blizzard will keep pretending that affliction is in a good spot. They clearly dont know their own game.

Have you seen affliction locks in pvp? They are way to op they need a big nerf.
Well this post was 10 days ago and they got buffed like 5 days ago. 
But I’m not sure if I would say OP and need a big nerf.
They killed aff so they could turn it into a healer spec. You read it here first folks!

Unfortunately probably not. People have said the same thing about Arcane for a while and we can see how that turned out. No rework at all, just a terrible tree with unchanged talents that haven’t been relevant or taken for years now. Very possible they just don’t know what to do for specs like this
Aff locks are very strong in PvP right now, but my understanding is they are dead in PvE. Maybe this was a PvE perspective.
They don’t need a nerf. People seem to underestimate their damage. Literally all casters are high damage the moment you give them breathing room. The DoTs tickle. The damage is easily blocked when you know what you’re looking for. Healers can literally take away their damage in the blink of an eye and it’s a lot harder to get it back up, especially a Resto Druid can very easily outheal their damage.
They’re only very strong in a very specific moment in PvP. If people know how to deal with them, which a lot of people do not know how to or keep underestimating them, then yeah they die.
I dont know Aff feels very strong rn, and not just the big burst build. The corruption/sacrolash/amp curse build is also very strong, and in bgs with creeping death it essentially plays just like the ye olden days. Aff is having it’s moment in the sun for sure though.
