cant get addons to work

A good number of addons were broken by the the patch. You may need to wait until the authors update them. I would check on Curse for any updates.
i would expect that but i see people on twitch using the addons im trying to dowload
Explain what you mean - that they aren’t working.
i download the updated versions but they never show up in game like they did before 9.0
If you go to menu > addons. Do you see them there - are they enabled? Is the “load out of date addons” box checked.
whats odd is when i go to menu it has no addon button even when i have addons in my folder
How are you installing them - manually or using a addon manager like Twitch. They need to be unzipped then the file goes to C: ProgramFilesx86 > World of Warcraft > Retail > Interface > Addons folder. (Your path may be different if you installed on another drive)
yes i tried both manually and through the twitch app but he never see an addon tab when i log in
Where is Wow installed. If you look in the Interface > Addon folder do you see the addon folders for each addon you installed.
What you might try is this:
Shutdown both game and battle.net app. Navigate to the the Wow - Retail folder. Delete the Interface folder.
Afterwards start up the game - a new fresh Interface folder will be installed. Then use the Twitch addon manager to install the addons.
Just as an additional chime in, sometimes when I see this there are two copies of the game installed. You might look over your harddrive and see if you have multiple install locations. If you do, you want to uninstall one and make sure your Battle.net installer is pointing toward the right one from Options (Above the news widget) > Settings > Game Install/Update

Also, regarding this:
There is a nice and easy way to do this if you’re not sure where your main build of wow is installed. Go to the Battle.net app again and go to Options > Show in Explorer.
That will take you to the folder you have WoW Retail installed in, and you can look up the install path at the top of the Explorer window.
Note: We at Blizzard don’t support addons themselves, but since this is a common question, I wanted to point out a common pitfall that may help you and others in the future.
still doesnt work, i have a retail forlder outside of the data folder that has a retial folder in it i tried deleting the retail folder that was outside but when i boot the game it comes back

This looks odd. Can you take a screenshot of that folder location while you have things open on your desktop. Put that up on imgur or postimage.org
Provide the URL address for it. You may need to remove the http portion of the address to post it on forum. You could also put in in a Preformatted Text box.
Paste the address in chat - highlight it. Then click the Preformatted Text button along top of chat box - looks like this </>
