Title says it all. I literally disabled all addons and they still load after quitting and restarting game. Windows 10 home 64 bit
Rename the interface folder to interface-bad or interface-old, do this before you start the game. It will perm disable all addons.
If you want to make a completely clean UI rename the following:
rename interface to interface-old
rename wtf to wtf-old
rename logs to logs-old
rename Cache to Cache-old
This should reset your UI completely again you have to do this while the game is off. I suggest renaming rather than deleting since you may want to revert your changes later.

Thank you for your suggestion. As it happens, I killed the addons list for the toon in question, enabled all addons, loaded the toon, then disabled all of them and logged again. Then, using ACP I loaded the addons I wanted and miraculously it worked. So now two ways to fix this. 
Happens to me all the time with Littlewigs. Despite being disabled, when I enter any kind of instanced dungeon/delve content, the main addon and the expansion portion are enabled without my input.
