The game doesn’t load addons until you have selected a character and loaded into the game. It’s been that way for a long time and done to protect players against malicious code.
I have 10 or more toons, and I hate playing without addons ! it still does not work
The correct directory would be
C:\Program Files (x86)\World of Warcraft_retail_\Interface\AddOns\addon.name
If you have addons there and the game is not seeing them, it means they either need to be reinstalled because they are corrupt or don’t work with 9.1, or the game doesn’t have permission to read that folder.
Also one other thing to add. If you are using an addon manager look at the top screen. Cause if not you may accidentally install your normal addons in the wrong folder like classic or BC. Also check the accounts up top if you are using curseforge, you may be on a wrong account. In that sense, nothing will load into your interface addon folder.
