I’ve been leveling a few of my alts when they’re rested and I’ve gotten pretty lax about it recently. Is there an addon that can show me the current state of my rested exp?
I use elvui and it tracks rested xp on the xp bar. It doesnt seem to be completely accurate but its pretty close. I think its not 100% if your rest carries over to the next level and it just guesses it.
If you dont want anything else on elvui i guess you could disable everything on the addon except the xp bar.
Maybe titan panel does it as well?

If you mean on the character when you log in, mousing over the experience bar will show the rested amount in parentheses after the current XP / XP for the level.
UI addons (I use Perl now) can show the percentage of XP up in the character frame. Perl shows me the current level followed by the percentage of XP all the way up to 150%.
If you mean on your other characters, I haven’t seen one. Altoholic isn’t yet ported to WOW Classic, but was the kind of addon that collected data across multiple characters.

However I’m not fully understanding the question to recommend the best addon to the OP. Does he want to track the level of rested past the level the toon he logs into? If so, Luna Frames do have this.
Not by default right away, but when you play around with the settings/customizations, you can enable XP information which shows rested exp number values.
As far as I’ve been able to tell default UI only allows me to see my rested progress on my current level. I’d like to be able to tell if my toon is hard capped at three levels of rested or at 2 1/2 at a glance.

It’s tracking the rested exp on my toons, it’s not a very effective method of delivery but I guess it’s still the only one that’s worked so far.

there is a bar down there which is pinkesh purple, when its rested it turns blue, if you log in on your characters once in awhile and scroll over the blue bar, it tells you how much rested xp you have.
Very handy when you keep switching characters
Altoholic is my biggest wish for Classic.
