Addon to display Cooldowns? and Rotation Helper?

First of, I play a hunter class. Haven’t been playing wow for quite some time now.

I am looking for an addon that will
(without me looking at action bar)

Show me each spell i cast, the cool down timer (right literally above my character head or somewhere in the middle of the screen!) and potentially also show me

Second, i am looking for an addon for Hunter class that will maximize my DPS? Rotation Helper? A addon on what to cast and when?

I’m sure there are easier add-ons that have most things pre-built, but I personally love Weak Auras.
