As we have seen, we have a new world buff, the Pupper buff. This buff only works inside New Avalon and Tyr’s Hand. Now, it would be very nice for raid progression if another version of Pupper could be at the front of the raid (inside of the instance). This would technically make the raid easier for most players without having to physically nerf the instance.

Blizzard already has an ICC style aura planned.
I am against trivializing content at the start of a phase in general but I also love this idea. Petting a dog is a good pre raid ritual

True, you are correct in saying that. But I’m also pretty sure you could, in theory, go grab the current Pupper buff and bring it into the raid to get the bonuses still as it were another buff (unless I am mistaken here).
It unfortunately falls off when u leave the area. But I agree let me pet doggo in raid.
People would just make a weakaura for this.
Had no idea! Well I guess if they don’t want to nerf the raid and add it anyways for fun that would be a good thing to do haha.
