Add Master-System to Community Council

Community Council Members should have a system in place to be granted the rank of Master, with this rank being the baseline for entry.

If a Community Council Member’s post ever gets flagged and/or removed, they should remain on the council, but should no longer be granted the rank of Master.

De-Mastered Council Members should be given the ability to kill any ingame player with a Baby Murloc over their head, regardless of faction, as an abstinance test.
